A sizeable pool of qualified people is very important to the ability of a city to generate new values and achieve sustainable development. In Osaka City, there is a concentration of universities, graduate schools, and research institutions underway, where highly specialized educational opportunities are offered for people, both Japanese and foreign, to gain advanced knowledge, enhance their abilities, and try new challenges. Such a concentration provides the city with the ability to train highly skilled personnel who can play a leading role in a wide range of fields. In recent years, a number of universities and graduate schools have relocated or opened their satellite campuses in the center of Osaka City, offering advanced educational programs to workers, while encouraging joint academic initiatives and industrial-academic cooperation.

Osaka City as a Special Zone for Business Human Resource Development

Osaka City has been designated as a Special Zone for Business Human Resource Development by the national government. Thus, private companies located in Osaka City are allowed to establish universities and/or professional graduate schools on their own. Osaka City is promoting local industrial development by offering assistance in training, in a systematic manner, for such personnel as entrepreneurs, specialists who can support entrepreneurial efforts, and experts in cutting-edge information technology, while relaxing requirements for the ownership of school land and buildings to facilitate school operation. Osaka City also encourages admission of foreign students to graduate schools offering evening courses to facilitate personnel exchanges, as part of its support for human resource development efforts.

Subsidy for Univercities expanding into Osaka city

Osaka City provides rental subsidies and subsidies for investment in facilities and equipment to universities and graduate schools (including satellites) that establish new training locations in the midtown area (must be approved by the mayor as essential for the development of creative personnel who will contribute to urban revitalization).

  1. Special applicability to rent subsidies
    A rental subsidy of up to 50% for a 2-year period (up to エ27 million) for floor space renting at no higher than 4,500 yen/month/ m2 (max. 500 m2).
    *Foreign universities are also eligible for subsidies on travel and lodging expenses (up to エ54 million in total).
  2. Special applicability to subsidies for facilities and equipment
    A subsidy of upto 5% of investment in facilities and equipment, even when buying an existing building obtaining unit ownership.
